EMMA AND ENPA WELCOME PLANS OF THE EUROPEAN COMMISSION IN ITS DIGITAL COMMUNICATION TO WORK ON EX- ANTE ASYMMETRICAL REGULATION FOR LARGE PLATFORMS WITH SIGNIFICANT NETWORK EFFECTS

EMMA and ENPA welcome in today’s Commission communication on Shaping Europe’s digital future (COM (2020), 67 final) the announcement of the Commission plans to work on ex-ante regulation to ensure that markets characterised by large platforms with significant network effects acting as gate-keepers, remain fair and contestable for innovators, businesses, and new market entrants.

EMMA and ENPA call on the Commission to work in the coming months on a separate asymmetric instrument with ex ante rules in line with the EMMA and ENPA recommendations on regulation of market-dominant platforms (EMMA ENPA catalogue of demands on regulation of market-dominant platforms).

EMMA and ENPA represent the vast majority of European news outlets. Newspapers and magazines provide European citizens with a multitude of professional journalistic and editorial online portals and digital offerings. The press represents and has always represented the basis of independent and pluralistic formation of opinion across Europe.

We encourage the Commission to take into account that for a healthy, pluralistic, and independent press sector to be able to thrive, determined and comprehensive policy response towards curtailing market-dominant platforms is needed.

The plans announced today go in the right direction and EMMA and ENPA are looking forward to the adoption of a concrete proposal before the end of the year.
